I put down newspaper every year because it smothers the weeds, recycles, decomposes well and acts as a nice mulch layer. This was the first year after we'd moved here, so the garden was brand new, virgin ground, and crap soil. I put some composted cow manure on top, to hold the paper down and to add some organic matter to the soil. Unfortunately, I did not buy enough.
